EU: pending signature of the draft cross-industry agreement on inclusive labor markets

This framework agreement is “based on the principle that ensuring inclusive labor markets implies shared responsibilities of employers, individuals, workers, workers’ and employers’ representatives,” but “Public authorities and other actors [also] have responsibilities in terms of ensuring that there is a framework which encourages and promotes inclusive labor markets.” This is why the draft agreement, which should soon be signed by the ETUC and the BusinessEurope, CEEP and UEAPME employers’ organizations, contains two chapters. One, included in the agreement, in the form of actions for the social partners at all levels to undertake to implement the agreement, and another, in the annex, drawing up recommendations for the public autorithies and other actors.
