Starting out sector. Indeed, in 2009, Romania was the European country where temporary work had the lowest rate – only 12,000 people. Temporary contracts were even quite rare since barely 1 percent of contracts signed were fixed-term whereas the European average was 13.5 percent according to statistics by Eurostat, the European barometer. At the time, the temporary sector was barely structured and there were only very few traditional temporary work agencies. To anticipate the predictable growth of this sector and encourage its development, the Labor Code, which came into force in May 2011 and promotes flexible labor, clearly regulates temporary work for the first time ever (see our dispatch No. 110202). Agency workers can be recruited for temporary assignments and for up to 24 months, extendable to up to 36 months. Temporary employees shall enjoy the same pay conditions as their permanent colleagues, and accumulate pension rights and seniority.
