In November 2009, the sector’s social partners signed, after several warning strikes, a collective agreement on wages, affecting 170,000 employees (see our dispatch No. 091046). At the time, because of unions’ pressure, employers’ organizations accepted to bargain separately for the issue of flexible working time. March 31st was set as the deadline to reach this new agreement. However, this negotiation round failed, since the two parties didn’t move away from their initial stand.
