On 23 October an agreement was reached for the Horeca sector (Hotels/Restaurants/Cafés) against the backdrop of a tense social climate in Belgium (c.f. article No. 9341). The day before, on 22 October, Belgian parliamentarians adopted a draft law introducing flexi-jobs in an effort to reduce wage costs and combat undeclared work (black economy) in this sector where the practice is prevalent. Workers on at least 80% contracts will be able to have an additional activity and be hired by employers in the Horeca sector at a lower cost to the employer whilst still ensuring, argues the government, that the worker acquires his/her social rights.
Flexi-jobs and flexi-salaries. The draft law adopted on 22 October 2015 introduces flexi-jobs, which allows employers from the sector additional recourse to workers from other sectors who are working on 80% contracts. Incentives to fiscally declare these extra workers lie in the fact that the employers will get to pay lower social contributions (flat rate of 25%) as well as work within a more flexible framework.
