The CSC, strongly in favour of European construction, refers to a series of “hard blows suffered in recent years” such as the slowdown in European social policy with less directives and more soft law or the enlargement to new member states “hostile to any form of social pressure”. The confederation also criticizes European social dialogue “which has become laborious” not only because of employers, but also because “it’s no sinecure transforming a mosaic of unions of many colours into cohesive and combative European unionism”. For the CSC, “after the double setback in The Netherlands and France, Europe seems well near KO”. Among the efforts to bolster social Europe, the CSC is counting on “more investments in association with, and in direction of, European MPs” on the basis of evidence that, irrespective of the political colour of the Parliament, unions succeed in finding a favourable ear there. The European social dialogue must also be pursued through efforts “to garner small reassuring gains” and by promoting unionism in the new member states.
