The draft law proposing changes to Brazil’s labor regulations on over some one hundred points (see our article n°10171) was adopted by the country’s senators in Brasilia during the evening of 11/12 July by 50 votes to 26 with one abstention. In spite of two months of committee debate and more than 800 senator suggested amendments the final text included none of them and so remains unchanged from that approved by the Chamber of Deputies at the end of April. A second reading is thus out of the question and the reform is now set to be ratified by President Michel Temer.
Nonetheless several controversial points remain. The President promised, notably to unions and opposition members of parliament to correct certain points in the reform by way of immediate application decrees (temporary measures). This compromise solution was decided upon to avoid alterations to the text that would have required another journey through the Chamber of Deputies.
