Bulgaria : a bill to improve the application of the labor code

Improve controls and reinforce sanctions. The bill stipulates that territorial administration of Social Security must notify to the labor inspectorate all employment contracts registered (an obligation bearing upon the employer) within three days. The employer will be obliged to deliver to company employees a certificate indicating the social charges, the beginning and end of the employment contract, the length of the work day, vacation, etc. This new obligation is intended to clarify the situation declared and the real situation. Furthermore, the employer will be compelled to draft an internal regulation which will be adopted only after prior consultation. The sanctions for infringement of employment rules are considerably increased. On one hand, the employer who pays a wage not declared may be forced to close his business. On the other hand, the employer will be liable to a fine of 15,000 leva  (7,500 € approx.) for each employee hired without a work contract.
