China: novelties introduced by the social insurance law

Structure of the social security system. The Chinese social insurance system relies on three systems: an urban wage system; a system for non working urban population; and the farmers’ system. The urban wage system is the most comprehensive since it covers five fields: basic retirement (235 million employees in 2009), basic health insurance (401 million employees), industrial accident insurance (149 million employees), unemployment insurance (127 million employees) and maternity insurance (110 million employees).  This system is also the one that is fully implemented at provincial level, where the funds are created and regulations determined.  The system for non working urban population only affects health insurance.  And the farmers’ system encompasses old-age and health insurance.  The deployment of these systems is more recent and doesn’t follow the same rhythm in all provinces.
