Too much flexibility, not enough security. The Estonian Trade Union Confederation (EAKL) has recently been drawing attention to several problems. In October, it published a study named “Flexicurity in Estonia: the Current State and Perspectives,” which concludes that the Estonian expenditure on labor policy is the lowest in the EU. Out of four main pillars, the biggest emphasis has been put on increasing the flexibility of labor law. The other three pillars – social protection, active labor market policies and lifelong learning – are currently underdeveloped, according to the study.
