EU: Commission proposes directive on the conditions of entry and residence of third-country nationals for the purposes of seasonal employment

Objectives. The draft directive adopted by the European Commission on July 13th is in line with Europe’s immigration policy, particularly the Policy Plan on Legal Migration of 2005. It aims to establish a procedure and common admission criteria for third-country nationals performing seasonal work in Europe. The Commission justifies this initiative by pointing to the workforce shortage in seasonal activities, which cover jobs that are often low skilled in agriculture, horticulture or even tourism, which no longer attracts European citizens. The initiative should also help combat illegal immigration and unscrupulous employers who exploit illegal third-country nationals.
