Today, December 4, the European Commission presented a proposal for a Council Recommendation on a Quality Framework for Traineeships (not including university curricula or specific training). Even though it isn’t binding for the Member States, they will still have to report to the Commission and their peers on the progress made. This recommendation, when adopted, will define guidelines providing for a written traineeship agreement, the respect of labor law and the guarantee of learning content, allowing interns to gain professional experience without being exploited. It is the last action to date of the European policy in favor of youth employment, after the Youth Guarantee and the resources released for this policy (see articles No. 130697 and 120717), easier youth mobility via the EURES network (see article No. 130408), the apprenticeship Alliance (see article No. 130620) or even the action framework for youth employment negotiated by the European social partners (see article No. 130371).
