It wasn’t all plain sailing but on 03 December the EU Council of Ministers agreed its position on a key reform of the road transport sector (c.f. article No. 10236) that in particular addresses drivers’ working conditions, special posting rules in international transport, access to the haulage market, and improved enforcement.
Application of a regime for posted workers. Despite serious opposition from Poland, Hungary, and even Bulgaria, both France and Germany secured the application of regime for posted workers – in other words the fact that drivers will come under the host country’s remuneration rules – to international transport that explicitly excluded bilateral transport operations (a return trip to and EU Member State that may include one additional activity of loading/unloading in both directions) as well...
