ed on April 22, Advocate General Paolo Mengozzi invited the European Court of Justice to start the employer’s obligation to inform and consult workers as soon as the parent company envisages or plans layoffs and the target subsidiary is identified. He also proposed that the Court declares that the parent company cannot take a permanent decision before the consultation procedure in the subsidiary is completed. (Ref. 090444)
