Help workers and agencies. The European social partners in the temporary work sector signed, on December 4, an agreement establishing the European Observatory on Cross Border Temporary Agency Work. The observatory, the chief project of their joint 2008/09 program, has two objectives: help the sector’s roleplayers and combat abuses. Bernadette Segol, UNI-Europa regional secretary, explained that the observatory will “provide workers and agencies with guidance before choosing working abroad and to support them during their cross border assignments.” Cases of unfair competition and social dumping resulting from the free movement of workers and the free provision of services in Europe are also targeted: “It will help them in the fight against unfair practices, with the aim of preventing and denouncing them.” The observatory, composed of five Eurociett representatives and five UNI-Europa representatives, will work with a network of experts, lawyers, sociologists and economists, and the European Commission’s group of experts on temporary work.
