eld on June 18-19, the heads of States and governments of the Twenty-Seven validated the application of the current president of the European Commission, José Manuel Barroso, to succeed to himself. The former Portuguese Prime Minister had to make goodwill gestures in favor of a protective Europe and of its will to regulate financial markets. Another achievement of the summit: the Irish obtained (social) guarantees on the Lisbon Treaty, thus opening the way to this country ratifying the Treaty.
