The European social partners of four industries – the private security sector (CoESS/UNI-Europa), the contract catering sector (FERCO/EFFAT), the cleaning industry sector (EFCI/UNI-Europa), and the clothing and textile sectors (EURATEX/ETUF-TCL) – adopted a joint declaration, on April 18, 2008, "to encourage and promote the awarding of contracts not simply on the basis of price". This initiative calls upon the European Commission to publish guidelines for the integration of social considerations in European public tenders. (Ref. 080321)
During a conference organized on April 18 in Brussels, with the support of the European Commission, the European social partners of these four sectors issued the guidelines for companies and public authorities which select their providers through public tenders. These guidelines – the oldest dating back to 2000, were developed in the framework of the European Social Dialogue Committees of the four sectors.
