EU: lukewarm agreement between the Twenty-Seven on the EU 2020 objectives

Quantified objectives. The proposal presented by the European Commission (see our dispatch No. 100194) didn’t convince everyone. During the European summit organized last week, the Member States agreed on a certain number of objectives to achieve by 2020 in the framework of the European strategy for growth and employment, but the social chapter has yet to be completed. A small victory for NGOs defending women’s rights, the aim to bring to 75% the employment rate in Europe by 2020 expressly mentions women: the Member States commit to “to bring to 75% the employment rate for women and men aged 20-64.” The Twenty-Seven also agreed to invest 3% of GDP (public and private investments) into research; to reduce greenhouse gas emissions by 20% compared to 1990 levels; to increase the share of renewables to 20%; and to achieve a 20% increase in energy efficiency.
