The social Ministers of the EU 27 met for the first time under the German Presidency for an informal council in Berlin on January 18, 19th and 20th 2007. They reaffirmed the need for Member States to "intensify their efforts to promote quality employment". (Ref. 070054)
The EU Ministers in charge of Employment and Social Affairs concluded this informal Council by declaring that the “quality employment” is characterized by:
- A balance between flexibility and security. For the Ministers, flexibility must be accompanied by rights for workers, which must be guaranteed via their representatives.
