At the request of Xavier Bertrand, French Minister of Labor and current President of the EU Employment and Social Affairs Council of Ministers, BusinessEurope and the ETUC resumed talks concerning the draft revision of the EWC directive. The talks were conclusive since the two organizations reached a joint position which includes a number of substantial amendments. By insistently inviting the Social Partners to find a consensus on the draft revision, the Minister of Labor was searching for a quick and smooth adoption of the draft by the Council of Ministers and, most importantly, by the European Parliament. Insistent request. After the ETUC refused to bargain for the text, the new objective of the French presidency was to obtain a quick adoption of the draft EWC directive. Fearing that the MEPs, guided by the European trade union confederation, would multiply amendments, thus complicating and delaying the talks, the French Minister of Labor invited the employers’ organization and the European trade union to join their position on the text adopted by the Commission last July (see our article No. 08
