In early 2009, the 27 EU States intend to finalize the creation of a European blue card for highly-skilled workers. This card, oftentimes compared to the American green card, should help these workers move freely throughout the EU after meeting a certain number of criteria. (Ref. 080975)
In a context of demographic
crisis, when highly-skilled workers tend to choose the US, Canada or Australia,
the Commission explained, at the end of 2007, when presenting its proposal,
