France: orientations for after Lisbon and for the French EU presidency

What is Europe's strategy regarding globalization? In his report presented on April 15 to Christine Lagarde and Xavier Bertrand, French ministers in charge of Employment and Social Affairs, Laurent Cohen-Tanugi, the lawyer in charge of developing a reflection on these important themes, gave the outlines of a new European strategy for globalization entitled EuroWorld 2015. He also invites the French presidency of the EU, which will start on July 1, to work for a strengthening of Europe's social dimension, notably by improving controls on transnational postings of workers. Aimed at fueling the reflection of the EU’s strategy after 2010 – which the French presidency will start – the report also identifies what areas must be helped forward.


Recommendations for the French presidency. The report calls to a strengthening the EU’s social dimension, notably by:


  • By strengthening the European Globalization Adjustment Fund to enable it to pay for prevention actions, not simply measures to damper the effects of restructurings;
  • By strengthening controls of transnational posting
