On 17 April, barely five weeks into his new office as Minister for Social Affairs and Employment and SPD Hubertus Heil has submitted his first draft law to government on the introduction of the right to part-time work for set temporary periods. Going forward all employees will have the right, once their employers agree, to work part-time for a temporary period of time that can range from a minimum of one year to a maximum of five years, and then they return to full time employment. This new right will be effective for employees working in companies employing at least 45 staff. Government could adopt the draft law as soon as 23 May 2018, which would then come into force on 01 January 2019.
Compromise. The new Social Affairs and Employment Minister may have rapidly submitted his first draft law to government but it is in large part down to the fact that its content draws heavily on the draft law presented by the previous Minister, Andra Nahles (SPD), which at the time met with several conservative led opposition (c.f. article No. 10008).
