The CAC annual report noted rise in applications return the volume of applications back to where it was two years ago of 42 applications. In its 2010/11 report, the CAC attributed the unusually low numbers that year in part to unions taking great care to ensure that their applications are not rejected at the preliminary stage, and in part to a greater willingness on the part of the parties to reach an agreement. However, the rise in applications still leaves the overall volume at around half of what is was in the early 2000s.
