Chapter 3 deals with the issue of employment. The report stresses that handicapped people, physically or mentally, have the weakest rate of employment in the working-age population: less than 50%, compared to 74,8% for the average working population. The Office for disability issues (ODI), created in December 2005 within the framework of the launching of a large national fight against discrimination throughout society, its first annual report was published on July 13.
