International: dialogue between temporary union and employers’ representatives, in the ILO’s bosom, is stuck on collective bargaining

Convention No.  181.  In 2009, employers’ representatives, including the International Confederation of Private Employment Agencies (CIETT), and unions, notably represented by UNI Global, met in a similar manner to assess the ratification of convention 181 of the ILO on private employment agencies* and the impact the economic crisis had on the temporary sector.  The meeting organized in mid-October was designed to continue this work and help reach a consensus which would serve as a foundation for the ILO’s policy on the subject.  Currently, only 23 countries have ratified Convention 181, adopted in 1997, which is not much given the number of ILO countries – 183.  Danis Pennel, managing director of Eurociett, the European branch of the CIETT, explained, “This agreement is quite new and yet, it ranks second in terms of ratifications among ILO conventions.”
