The latest report by the Observatory for unstable employment carried out for the National Social Security Institute (INPS) has revealed a boom in the use of ‘vouchers’, that were originally designed to pay for casual work in agriculture and housework but have subsequently used more widely across all sectors in line with successive changes in the law. Under pressure from calls on a repeated basis by the unions to stem abuses of the scheme linked with their increased use, the Ministry of Labor has announced it is putting a dedicated task force in place to monitor the scheme.
The report, published on 19 January 2016, showed that more than 102.4 million ‘vouchers’* each worth €10 used to pay for ‘supplementary’ work carried out were sold in Italy between January and November 2015, marking a 67.5% increase over 2014, with significant regional spikes being observed in Sicily (+97.4%), Liguria (+85.6%), and with the North of the country accounting for two thirds of all ‘vouchers’ sold.
