Characterized by a low schooling level, early departures from school, a low rate of adults' continuous training, Italy is very late concerning Lisbon's objectives in lifelong training. For that reason, the union confederation Cgil decided to launch initiatives to promote its program in favor of the right to continuing education, as well as to the education for young people and adults. It aims at leading to a national reform of the training system. (Ref. 080223)
The right to continuing education is far from being natural in Italy. In 2006, according to the Cgil’s data, 20% of people between 18 and 24 had no diploma or qualifications, and only 6% of adults followed a training. In addition, the higher the scholastic level, the higher the rate of follow-up in continuous training, whereas employees with low qualifications, senior citizens and housewives show a minimal rate of follow-up.
