By the end of January more than 7 million Italian workers including 2.9 million in the public sector had been nervously waiting for the renewal of their collective agreements and their company agreements. The National Institute of Statistics estimated that almost 57% of Italy’s workers were waiting and it has also witnessed that delays over renewals are lengthening up to more than 38 months. Against a backdrop of economic recession, this development raises another problem, which is precisely that the collective convention model itself seems increasingly under threat.
