Italy: employers and unions set the first milestone of the “Pact for Employment and Growth”

First decisive step to reopen social dialog with the CGIL, after a break of nearly two years, the agreement signed last night makes everyone happy.  “We’re going to ask the government for a meeting to present these first results” Emma Marcegaglia, President of the Confindustria employers’ organization, declared.  She was the one who initiated this negotiation between the businesses, banks and trade unions, which started on October 4th (see our dispatch No. 100702) “to quickly achieve a joint position on growth and employment.”  After two hours of talks, based on the outcome of previous “technical meetings,” a joint position was reached on four of the seven points on the agenda.  These contain measures the participants want to add to the “Thousand-prorogations” which the government will promulgate by the end of the year.  In addition to simplifying bureaucratic procedures for businesses, here are the key elements of this agreement:
