Italy: Minister of Labor presents the outline of the social policy reform

Future “rights of labor.” Thus, the new labor code would be “governed by a system of autonomous and effective industrial relations more than by the formal logic of standard law.” The goal is to replace a “bureaucratic view of labor relations which fuels disputes and an antagonistic and conflicting industrial relations system” with a new regulation bringing “substantial protection.” The white book draws “a new industrial relations model aimed at linking employees to productivity and therefore individual and collective credit.” To encourage company bargaining and individual wage agreements, “all variable and meritocratic wage part” both in the private and in the public sector, will be subject to a “separate tax system.” The white book lists equal organizations as the “most plausible solution (…) to bring about a climate of trust and cooperation, for a virtuous alliance between capital and labor on growth, development and social justice,” in order to “overcome remnants of the antagonist culture in productive relations.”
