After a year of negotiations, chemistry unions (FILCEM-CGIL, UILCEM-UIL, FEMCA-CISL) recently signed a compromise with the employer's federations Federchimica and Farmindustria, on guidelines for the agreements on the dispensation from the national collective convention signed in May 2006. General secretaries from the FIOM-CGIL and the FLAI-CGIL, respectively involved in the negotiations of the national collective conventions of metallurgy and food industry sectors, vividly criticize this agreement, which would reduce the central role of the national collective contract to favour contracts at the company's level. Defined as a “smart compromise” or a “small German revolution,” the contract negotiated within the company which can change the rules of the national collective convention is a first in Italy. In other words, except from minimum wage and workers’ fundamental rights, the content of the national collective convention becomes potentially subject to dispensation, whether in terms of economic costs (and thus wages) or on the length of leaves or try out periods.
