Italy: the Council of Ministers approved the guidelines for the reform of the right to strike

Labor Minister, Maurizzio Sacconi, announced last week his desire to speed up the presentation of his reform bill “in relation with this period of strike action.” Consequently, on the same day as the general union strike (see our dispatch No. 080803) and ten days before the general strike announced by the union confederations of education and public services, the Council of Ministers approved, on October 17, the guidelines of a bill by delegation to “regulate and anticipate collective labor disputes and to guarantee the smooth running of the industrial relations system.” The objective? “To achieve in all sectors of production, particularly in the essential public services, a better and more effective reconciliation between the exercise of the right to strike and the respect of personal rights and those of the firm.” After union protests on the unilateral character of this bill, the Minister announced the consultation of “comparatively more representative” union organizations.
