The submission to the House of Commons of a bill transposing directive 2004/65/EC, on February 7, 2006, came during an agitated period: the takeover bid of Mittal on Arcelor. With this transposition, Luxembourg should obtain what it didn't have before: legislation on takeover bids. (Ref. 06122)

Luc Frieden, the Luxembourg Minister for Justice and Budget, indicated that this bill was “neither an anti-Mittal, nor a pro-Arcelor law”. According to him, the Mittal-Acelor issue had only one incidence : “accelerating debates on this bill”. The minister invited the House of Commons to pass the text “as soon as possible”. Once voted, it would apply to takeover bids currently taking place.
