The Governing Council adopted, on July 4, 2008, a draft regulation defining the minimum income level for highly-skilled workers, pursuant to the bill on the free movement of people and immigration, which provides for the possibility to issue residence permits for "highly-skilled workers". The bill on immigration provides that, for jobs requiring specific knowledge or vocational capacities, residence permits may be granted to third-country nationals with a higher-education degree or specific work experience and meaning to take a position of responsibility if: 1/ they have a contract of employment for a job corresponding to their skills; 2/ if their remuneration is at least equal to an amount defined by a Luxembourg regulation.
