Morocco: construction boom and workforce shortage

Construction boom.  The construction industry, notably building and civil engineering, has been experiencing unrestrained growth for the past decade.  The result of a policy of infrastructure enhancement and big tourist development projects done by the State, the demand for workers has been constantly increasing over the past three years.  For instance, according to the High Planning Committee (Haut Commissariat au Plan, HCP), at the end of 2007, 45,000-50,000 jobs were created and the sector’s sales grew by 9.3%.  Still according to the HCP, until the 3rd 2010 quarter, 36% of employers said activity was up, 36% said it was stable, and only 28% said it was down.
