Netherlands: over 100 applications for the new partial unemployment system

Employers and unions want to postpone to April 1, 2009 the deadline for companies which intend to appeal to the AVT (Arbeidstijdverkorting), the system for partial unemployment and assistance to reducing working time established at the end of November by the government to avoid mass layoffs. This system allows businesses to reduce their employees’ working time for a maximum period of six months. The unemployment insurance (WW) pays for 70% of the salary, and the employer pays for 30% (see our dispatch No. 080934). The social partners would also like the budget allotted to the ATV – €200 million – to be doubled. For the moment, this amount enables to pay for 20.000 full-time hobs, i.e. a total of 760.000 work hours. Piet Hein Donner, Minister for Labor and Social Affairs, said that,
