In a report published on March 10, the experts of the central forecasting office (CPB), a consultative body, say new social reforms are needed. Called “ reinventing the Welfare state", this report draws three major options to face the ageing of the working population and to put more world at work. (Ref. 06251)
- Inspired by the Anglo-Saxon model, the first scenario is liberal. It recommends a shift from the collective social system to an individual savings system, more flexibility in the labour market, an income tax of 27 % (instead of 42 % currently) and an effort of the State limited to “the most underprivileged”. This model would allow a strong growth of employment (6,25 % per annum according to them), and would reduce by 13 % to 5 % the “structural unemployment” of the least qualified...
