In a long-standing trend that dates back to the oil crisis of the 1970s, the Philippines’ government not only encourages the export of labor, but institutionalized it so that today, through a myriad of recruitment companies supervised by the government managing this emigration, Philippines’ government can be considered as the main temporary work agency in the world. The government has the tools control the migration of Filipinos workers, with the result that these workers have a legal status in most countries. Only Malaysia, Syria and France, according to the World Organization for Migration, host a largely paperless population of Filipino migrant workers. It is the reason why this organization describes the Philippines as “pioneering in many aspects of migration management which has become a model to many other countries.”
