Poland : a draft bill on responsibility for acts against employees’ rights

The Labour Inspectorate in Poland has been alarming for some time now that rights of persons performing economically dependent work are not observed. Despite of existence of penal regulations both in penal and labour code, it is often the case, that breach of employees’ rights is encouraged or approved by employers. Illegal employment, underpayment of wages and non-compliance to health and safety regulations are widespread. There are also cases, especially concerning serious breach of health and safety provisions, when a person criminally responsible may be not the person running an establishment but an employee on a lower supervisory rank.
