With the rising number of legal actions supported by the increasing appearance of "anti-mobbing" associations, the Polish daily press underlines the inefficiency of the measures taken by the legislator in 2003 in order to sanction moral harassment. (Réf. 0697)

Before the law of 2003, the only legal basis of the fight against psychological harassing at work was the text of the Polish Constitution (“dignity is the source of freedom, humans and citizen rights”). However, the practice showed the limits of this text which was too general to support legal action.
