Portugal’s Council of Ministers, the government’s executive body, has adopted a package of labour market supervision measures. Adopted on 21 October 2021, the “dignified work agenda” had been under discussion since last year. The latest talks with the social partners involved in the social dialogue did not prove successful. The government is seeking the support of the left-wing parties to adopt the state budget bill for 2022 by proposing to modify the labour code, however the bill is failing to convince. In particular, the measures on collective agreements are considered insufficient.
Measures to prevent unstable employment. As part of its dignified work agenda, the Portuguese government has opted to reduce the number of times temporary employment contracts can be renewed. Such contracts may no longer be renewed more than four times, rather than six at present, and if they are, they must be transformed into fixed-term contracts with the temporary work agency (ETT).
