Romania: tense negotiations on the reform of collective industrial relations

”Pretence of dialogue” according to unions.  After a fierce first round on the reform of the Labor Code, it seems the fight is starting up stronger than ever between unions and the Romanian government about the draft Social Code, which contains law on unions, employers’ organizations, the social and economic council, collective labor contracts and industrial disputes (about the draft sent for discussion, see our dispatch No.  110218).  On Monday, April 4th, the meeting organized between the social partners and the Minister of Labor, Ioan Boris, came to a sudden end.  Indeed, unions refused to keep negotiating after they learned that the government already sent the bill for consultation to the economic and social council (ESC).  “On March 28th, we agreed to meet on Monday, April 4th but today, we saw that the bill was already sent toe the ESC so it could give a permanent opinion on Thursday” explained Bogdan Hossu, leader of the Cartel Alfa union confederation.  “This means that the government’s point of view alone will be applied, even though it infringes with the constitution and European directives.”
