Against a backdrop of economic crisis, Maxime Topiline the Minister for Labor has announced a program facilitating labor mobility. The 5-year program will be rolled out this year in about 10 pilot regions with the aim of reducing regional disparities in the labor market. This will cost the State 2 billion roubles annually (more than 25 million euros). Employers with investment projects in the designated regions can receive a “relocation certificate” for each normally non-resident employee that will contribute up to 300,000 roubles (3,860 euros) of his/her moving costs.
Move assistance, furnishings, training, childcare places…. Each employer can decide from a given list per region which assistance measures to offer their future employees. The ‘certificate’ will be subsidized d=federally up to 150,000 roubles and regionally up to 75,000 roubles, with the employer also having to participate for an amount up to 75,000 roubles.
