The Russian government is encouraging more flexibility. It seems that employers are enjoying a change of hearts from the government. On April 6th, Finance Minister Kudrin called on large businesses to layoff surplus staff, a problem which the government didn’t want to solve during the height of the crisis. However, once the worst was over, with an unemployment rate of only 8%, the government decided to work on it in order to increase productivity, assessed around 3-4 times lower than in other industrialized countries.
