The Guidelines interestingly state that the fundamental issues of the labour law legislation, labour market, health and pension insurance and wages system in the public sector will be subject to consent of the social partners. Besides, some social groups (like pensioners and youth) will be invited to participate in the relevant parts of negotiations for the Social Contract 2012-2016. The trade unions amended the Guidelines to emphasize their role (and the role of social dialogue), the role of consent among the social partners and the importance of social security and social state. The Guidelines also contain a statement that the Government’s proposals of actions are submitted to the trade unions to express their views on such proposals of actions (and proper coordination procedure conducted) at least 30 days before they are submitted to the public discussion.
