Since employers’ representatives – the Association of Slovenian Employers, ZDS and the Chamber of Commerce and Industry, GSZ – refused to discuss a substantial increase of sectoral minimum wage, which is below the monetary value of the “subsistence basket,” i.e. €562, the sector’s unions – SKEI, SKEM, SKEIE NSS-SKI, KNSS "independence" and KS90 – organized a strike on November 13th, 2009. Since employers remained tough-minded, the trade unions called a new strike for January 13, 2010. But they didn’t have to go through with it because, in the meantime, employers had come back to the negotiating table and agreed with the trade unions, a few days before the deadline, on a draft agreement. The agreement signed on January 14th was published on February 12, 2010.
