On 11 November, the government adopted a series of emergency measures to support employees and businesses in the aftermath of the floods on 29 November. The floods caused extensive damage in 75 localities on the outskirts of Valencia in eastern Spain, affecting 48,722 businesses.

The scheme adopted on 11 November provides for the funding of special leave to cover absences from work, in order to accommodate the exceptional needs of people temporarily without means of transport or having to deal with problems such as the disappearance of loved ones, the restoration of a home or the loss of material possessions.
