gnacio Fernandez Toxo and Candido Mendez, respectively CCOO and UGT general secretaries. The two union leaders said this was a “crisis” document aimed at reviving debates whereas social dialogue is going nowhere and union and employers’ organizations’ analyses are totally opposed. (Ref. 090562)

The document contains two types of measures. Some are urgent, such as better protection for families and SMEs, while others are more strategic to change the economic model. Here are some of the measures
