The Workers' Commission union (CCOO) qualified of "incongruous" the catalogue of trades with labor shortages (Catalogue de occupaciones de dificil cobertura), the Spanish government's main tool to organize the influx of immigrant workers. (Ref. 080266)

migrations at the CCOO, the catalogue updated every quarter by the public
employment services (INEM) for every region is a failure. He thinks that the document
has “too many loopholes and incongruities” to be really useful. Regularly updated
