Representatives from the UGT and CCOO’s service federations and from the ASPEL and AFELIN employers’ organizations signed the agreement on May 9. It is the result of long negotiations aimed at unifying the 61 existing agreements and at setting up a joint framework for the country’s 16,000 businesses, thus putting an end to 35 years of scattered norms for the 400,000 people working in cleaning. The agreement terminates and replaces the framework agreement that used to be the reference in the absence of a national collective agreement, until the end of the year. It expressly states that it does not cover economic issues and wage increases, which are still regulated by regional/local agreements.
